Puffing Billy Railway is delighted to announce the appointment of two new members to the Emerald Tourist Railway Board, Angela Jamieson and Thomas Sargant, and the appointment of Dianne Smith as Deputy Chair.
Appointed by the Governor in Council on the recommendation of the Minister for Tourism, Sport and Major Events, the new Board members will provide valuable knowledge and perspectives to the existing Board composition in their continued commitment to preserve and operate Australia’s premier heritage steam railway.
Angela Jamieson is a forensic accountant with extensive leadership and executive expertise, specialising in corporate governance, financial crime, AML/CTF compliance, corporate misconduct investigations and general practice accounting in both the public and private sectors.
Thomas Sargant is the Managing Director for Ranfurlie Consulting Group, as well as a management consultant and advisor to public and private sector clients on major projects and commercial transactions, particularly in the areas of franchising, network operations and asset management. In addition, Thomas Sargant’s senior executive experience extends to the private and public sectors in heavy civil construction and public transport operations.

The new appointees will join Tim North QC, Chair of the Board with other Board members, Michael Mangos, Dianne Smith and Bart Clingin.
Dianne Smith was appointed as a Deputy Chair to the Board on 25 August 2021 to the end of her current term on 21 June 2022.
Bart Clingin was formally appointed to the Board on 12 May 2021 and brings strong financial, risk and governance experience. Bart also chairs the Finance Audit Risk and Compliance Sub Committee.
The Railway also expresses its gratitude to retiring Board Members, Campbell A Rose, Judy Maddigan and Justine Heazlewood.
Campbell A Rose served on the Board as Deputy Chair for the last three years and provided strong knowledge of rail and governance. Campbell was also the Chair of the Project Governance Group for the state-of-the-art Lakeside Visitor Centre opening in 2021, leaving behind a significant legacy that will be used and admired by future generations.
Justine Heazlewood served on the Board for the last three years and brought a wealth of experience in Records Management and Governance. Justine was Chair of the Corporate Culture, Ethics, Remuneration and Succession Planning Sub Committee and participated in other Board Sub Committees and Management Steering Committees.
Judy Maddigan served on the Board for the last two and a half years and has given an inordinate amount of her time to work with the Board on various governance requirements and was the chair of Volunteer Engagement Sub Committee.
